What exactly is learn rate?

I was reading the changelogs of Final Fantasy Tactics: Kind Of (http://ffhacktics.com/smf/index.php?topic=8658.0) and noticed it said some of the skills had a learn rate. For example:

SQUIRE SKILL CHANGES:

   Accumulate now costs 5 MP.
   Accumulate's learn rate increased to 75%.


What exactly does that mean? Don't you just purchase that skill with JP?[/font]

Basically, the learn rate is the rate the AI will learn that skill if they have enough JP. It also affects the rate that skill will be learnt via Crystal.

Note that the AI checks each skill in the order they appear on the unit's skillset. This is why pretty much every Wizard in vanilla FFT had mostly Fire spells, and why almost no class comes equipped with RSM. They've already spent all their JP on skills! Doesn't help when most units generated have like job level 3 maximum, giving like 350 JP to spend.
