HOW CAN I MAKE THIS EPIC COMMANDER CLASS?

that 'commander' class that goltana is in. i need to know how to make those moves. i figure one could just alter the bard class moves but how can i go about renaming classes, skill names and moves?

Those are just skills set to affect all allies without targeting. Nothing exotic really.

Just look and observe how the Bard/Dancer abilities are crafted, and just do the same for your patch. Again, like Vanya said, nothing special.
