In the ENTD of FFT Patcher, I'm having trouble with the Unit ID and Palette sections and how they work... is there a list of IDs and palettes with their corresponding number?

No. The palettes correspond to the palettes in the sprite file, but...
M.Palette value in special and monster jobs overrides the palette value in the ENTD which I think is really intended only for Generic units anyway.
