Broken link in forum sign-up page

I noticed on the sign-up page on the forum

> 11. Use descriptive titling when creating your topic.

link doesn't seem to be working as intended. it links to a non working

index.php?topic=2588.0 which results in a non opening link. the href shows as

I am guessing something caused the index.php as well as some unnecessary quotation marks to somehow escape the href=""
