There is EpsxE too but I hate having to configure everything.

2- I always use GraphicsGale personally. It's doable also in MSPaint, Gimp, Photoshop. Those are the main programs used here for protraits and sprites alike.

i find paint gives you more control when editing the portrait but i do enjoy graphics gale
