Ramza has Damage Split, Chakra, Delita has no heal other than Move-HP Up.

EDIT: Changing vote to Delita becuase I think the AI will be stupid and not Chakra.

I think you should do a tournament, each character having a specific setup and seeing who is the strongest character of them all.
