If it's good publicity or not, that's another question, but it's still publicity

He's talking about the poster Dome. We have a poster on this site named Dome who is a complete waste of bandwidth and that's what he was referring to. He wasn't referring to the act of felatio, or to your cranium. Hope this clears up your misconceptions.
