Is the "Sound Effect Only" Plugin Availiable to Everyone?

As much as I love the music to this game, when I play it at 90 fps+ it sounds too chipmunk.

Is the plugin that plays only the SE anywhere I can download?

I'm using ePSXe 1.70.
