FFT may have not implemented the idea the best, though.

I was thinking about that, and then I was playing FF1 or 2 or 5 or something, and there's an attack called Flaremancer, where you summon a magician who apparently specializes in Flare Magic.
So I thought about it - how would Flare Magic be set up?  Let's assume that the spell Flare in FFT is the top tier, level 4, Flare spell.  It's powerful, has a good range, and poor AoE.  Now, what would the level 1 Flare spell look like?  Weak attack power, but great AoE and vertical, who knows what the range and MP cost look like.
So why not apply that same system to the Wizard's elemental spells?

You could go one further, and make six, or eight, elemental mages, each with similiar spells varying all the factors in each spell: Attack Power, Range, AoE, Vertical, MP Cost, Add Status, and maybe JP Cost.  Might be suitable for anyone making a hack that doesn't use the traditional Black/White/Blue/Green/Red/Time Magic system.
