I figured it out, I forgot I had applied the livepatch slowdown fix to my PSP and that was conflicting with this mod

Use of ePSXe before 2.0 is highly discouraged. Mednafen, RetroArch, and Duckstation are recommended for playing/testing, pSX is recommended for debugging.
