Will this hex edit affect your party only? It kinda defeats its purpose if it will also affect mission enemies.

If not go to the main site and click the Patches and download one
Go to the "ENTD" section and look for the event/battle you wanna edit.
After selecting the event/battle click an enemy
It should look something like this
Example: Generic Male Knight (Click this)
Look for the Level and change it to "Party Level -Random-"
(Was it this one? Or the regular Party Level.....)
Note: Most event battle have "Already Set" level already, so they will have numbers. Example 8 or 32

Sadly there are some engine limitations like the 999 HP cap. But yes it is possible to create a "patch" which anyone can apply to their ROM. This is not illegal because there is no copyrighted material in the patch. The new version of AIO (coming out sometime in near~ future) will be able to export and apply patches.
