Not universally, no. Received pronunciation to an American ear, yes. Southern accent to any British ear, assuredly. But no, it is not universal. There are many slovenly accents and dialects from both sides of the pond that will sound uneducated and uncultured to the other, just as there are elegant and thoughtful accents and dialects (though I will concede that they're easier to come by in Britain).
