Sure we can make all these new crazy skills, but does the AI actually know how to use them?
For instance, say I made books a smart targeting range three AoE. If the AI had a book it its hand, would it realize this and utilize it effectively?
For the most part, the AI can use new skills created in FFT Patcher (provided you also change the AI flags).

Yep. Be warned if you do something crazy though; if the move is formatted weirdly, the AI will fail catastrophically. When I was doing a personal patch a while ago I remember that I had to more or less force-fit a move to do what I wanted, and the AI didn't like that at all. Something simple like this should be alright though.
The AI can also cheat. If you set the flags properly for something so its a skill with a charge time that always follows the caster and casts in an area around him, the AI can set that to target the panel even if the player can't. Happens a lot in my patch with certain spells. I've tried every combination I can think of to make that not happen but the AI can seemingly ALWAYS target a panel with an effect.
