I don't know how to put this, but in this bmp i noticed that ramza white eyes are share same color with his shoulder. How to seperate it?

Technically half of this belongs here its an introduce yourself post, but the other half need to get moved. Also The answer to that question is to remove an unwanted color and add a different shade of white for his eyes or should. and Welcome to FFHacktics where dreams may become true.

I use Graphics Gale so there's one there is others but Graphics Gale can make the file 16 bit which it needs to be.

Ummm..sorry for too much question, but what option do i use to remove the color and add shade like you said?
you need to go to view--> palette and edit one of those colors in the top row

i tried it, but when i changed the armor's palette, his eyes change into same color as i use for the armor.

his eyes are the same color as the armor. You have to change that, but you cannot go over 16 colors including the background

and about 16 colors, do background really count?
yes, the black background counts. Use Xif's palette editor or graphics gale for this.

I don't use Graphics Gale unless I'm putting a palette into the index of colors. Or when usin Palette Editor. So I don't know much..
But to get the eye separate you'll have to select all of the eyes in the spritesheet with the marquee select tool and make them a totally different color unlike any used (temporarily). Then you want to get the rest of the sheet to be a different color and by using only the top row of the palette with black first keeping it under 16 total is easy. If you have to make the eyes' color, the temporary one take, in another slot beyond 16 it's fine.. for now. Once you get the white separate and consolidate the colors on the palette try to make room for the white of the eye within the 16 color top row. paint with bucket all of them then delete the 17th color on the palette.
by "all of the eyes" you mean in every sprite base?
Yes, the white you want to separate in every frame. I think that to select more than one area at a time with marquee tool hold shift key before selecting the area.
