He's FF6. You play as him once about halfway through the game.

General Leo is a very similar character to Beatrix. She is very much FFIX's Leo. Also, he was the very first character to use the Shock! skill. His is much more powerful than those that followed.

its funny, did you know that that skill was ma based and even tho he doesn't look it, he has the highest base magic power in the game

A a matter of fat I did. I've been researching FF heavily for quite some time. Getting the formulas for the Overdrives in FFX was a giant bitch.

you know i think a butched up agrias sprite might match his snes version better, but just with sleeves i guess?
