I've never understood why anyone making a non-profit tool wouldn't give out the source.

Best excuse I've heard is not wanting to do any organizational work regarding contributions from others so things don't get cluttered. But that's kind of flimsy, since it'd be less work overall as people could be told to fulfill their own requests and such.
