I found this video on Youtube, and has anyone played this game? The voice acting is just so horrendously bad that I can't believe it really sounds this poor. If anyone has played it, does it really sound this way?

Karen sounds bored, or heavily sedated, and I'm not sure what to make of Shizuku.
EDIT: Apparently, the CEO of the company that localized this was so cheap, he made family members record the voices, instead of hiring voice actors.

As for the game the OP's talking about:
Why oh why did they bother with voice acting at all? No one who plays it will want to listen to an english dub regardless of how good it is. Wasted those poor family member's time.
They apparently left the in-battle voices as japanese. Why not the cutscenes?

No way those are the real voices. Yuri/Uru is much cooler sounding than that and his voice actor is actually good.

Oddly enough... as far as I can tell, that voice itself Belongs to the Wizard character of Zhang Jiao, who normally does a good job of his voice actor in DW3, the Only Dynasty Warriors character that has pronounced Tao correctly, I can't recall that line though, and I played that game to death way back in the day.
