How do I edit the potrait on the characters?

If you just want to change colors thenphotoshop the 9th row of pallettes is pallette 1 for portraits or make the portraits pallette correspond exactly to the sprite pallette and the portrait wont have to be messed up.
So what program should I use ?
MsPaint can change it ?
I've tried to make my character. The format is correct (Bitmap 256 / 8-bit). But when I import, the picture becomes strange.
MsPaint is just for spriting.
To change palettes, you've to use other programs.
Use GIMP or GraphicGale or Photoshop.

I still do not understand. I think all are correct.
Things that I do is:
1.Export characters from shishi to. BMP (standard)
2.Edit characters with MsPaint.
3.Edit portraits with GIMP, I do not understand why the portrait can not be changed such as the image above.
4.Add the potrait into character, and save it with the bitmap format 256.
5.Import characters that had already been to shishi and the results ...

Ok first in GIMP You need to get the pallette right for the sprite its only the first 16 colors them it goes to the 2nd one unless your using the base sprite pallette if you are dont change. the portrait same thing get the pallettes right colors 128-143 are the first pallette colors and if your still having trouble ask someone for help doin stuff for you or sumthin.
Basically any edits you do to the portrait have to be done in palette 0's colors. If you want it to look right while making your edits, you'll have to put the portrait's palette there temporarily.
Here's how I insert/edit portraits:
Copy the first palette (0) to an unused line (like, 5 or something).
Copy the portrait palette to palette 0.
Make edits to portrait
Reinsert the original palette back into palette 0.

You'll have to edit / replace to palettes of your edited portrait to the spritesheet's portrait's palettes which is from 128 or 129 to 144 or 145 (I forgotten).
So, I need to start drawing or editing with format 16 colors ?

No. You don't need to change the palette format. You just need to move them around.
Each sprite has 256 colors. The first 1/2 are sprite palettes, the rest are for those palette's corresponding portraits. That makes 8 pairs of palettes total. Special units can only use the first pair, and monsters and generics can use the first 5 only.
When you edit the portrait it is easiest to switch to the portrait's palette, and then convert it back to the sprite's palette without rearranging the order of the colors.
I use NeoPaint and it gives you the option to apply a palette of your choosing with the exact indexes intact or matched to the nearest solid color. Give me some time and I'll upload some example images for you.
