Seeing as how everyone on this board has contributed to doing such a great job on FFT 1.3 and the advancement of FFT hacking in general, I thought some might be interested in my similar project to rebalance and improve FFT's daddy, Tactics Ogre.

I'm nowhere near versed enough in TO to be of any help, sadly. Any thoughts I had you basically mentioned on the first page of the topic you linked.
What all are you capable of anyways, Town?
Well, we'll be generally rebalancing the classes first off. Gone will be the dominance of Archers, Dragon Tamers will be useful, Knights won't be such dullards, etc.
Secondly, we'll be fixing equipment. Most of the equipment in vanilla TO is far too heavy and provides too little benefit in relation to the weight to be worth using. The result is that the Mini Dagger available at game start is probably the best weapon in the game, and armor provides so little protection for its weight that you may as well go naked. So I toned up armor and adjusted the weight of weapons. I also made shields work not by increasing raw defense, but by giving a greater chance to block like in FFT.
Thirdly, we'll be readjusting spell costs. Stuff like summons and resurrection are too cheap, and basic attack spells like meteor are too expensive.
Fourthly, we'll be trying to cut out as much cheap stuff as we can. Snapshot and Retissue will be gone, and I'll try to get rid of stat cards and remove the benefits of overlevelling by making all enemies match your level.
Fifth, TO suffers from a similar problem to FFT in that the enemies tend to use very basic equips and skills, such that a lot of the great potential of this engine is wasted and the player is only given a small portion of the challenge that he could be given. So I'll be adjusting enemies in battle to use better classes, equips, and spells.
Lastly, I'll be shoring up the awful, lazy translation by fixing mistranslated character, item, spell, and possibly location names.
