Your screenshot is horribly fucked. It's also completely unnecessary.
Even generic characters can be set up in Jobs they don't have unlocked, as is the case here. On top of that, because it's not unlocked, there are no points in its skillset. So it doesn't know anything.
You need to set it up to have a later Job unlocked, one that requires levels in both white and black mage. That'll give it enough points for spells from both sets.

You just... set their unlock level to a later job.
You said you set your enemy to White Mage unlocked at whatever level. Try any level of Summoner instead. It'll have all the job levels it needs to reach Summoner, including some levels of White and Black Mage.
