Is it me or is the eye placement just a little awkward?
Oh pitiful shadow lost in the darkness, bringing torment and pain to others. Oh damned soul wallowing in your sin, perhaps...it is time to die

Those solid outlines on the hair and hat are killing the mug.

Observe the other mug's heads/hair, and especially, how they blend.. Also, don't forget to REMOVE that black line inside the hat.

And as for fixing the shading.. How to explain.

Look at this.

1 and 2 are linearts for the example, 1 is the first lineart once finished, and 2 is that lineart removed of edgy pixels and smoothened; you missed this step back then.

Now, onto the shading.

3 is what you seem to be doing. By using the lines as 'base' for placing the shadows underneath, it takes this feel like if the lines were some sort of ripples sticking out, and as the lines are black, it looks ugly overall.

4, 5 and then 6 is an example of how it should be looking. The lightest color at the center, and darkest to the sides, and most importantly the lack of lines. 6 is the final product.

It shoudn't look exactly like this example, but have that FFT feel, something like the summoner's hat. This are just the basics.

Sorry. I tried to blend in the hair but this is what I've done
I'd looked on all the mugs (perhaps most of them)'s hair and see how they blend in under the hat, the lines, shades but I still can't make the hair look right.
Sorry ehrgeiz. Took so long and still can't make it right.
And sorry Smash. Kept posting suck mug and you helped corrected it and letting me take it, which is very generous of you. Sorry cause I didn't make much progress myself. I tried but just not good.

It's making progress though. You should keep learning. Portrait artists are in high demand around here

It looks very good. Except that you have some random pixels showing up in some animations. Like the left side of the head, under his arm on the rights, and under his white flap on the right.

In generally I'm really like the texture on the hair. Tips though:
1) The shirt looks garbled with all those colors in there and the white on the far right for no apparent reason. Try just sticking with red.
2) The whole right side looks rather unfinished with white pixels in odd places. Am I missing something?
3) With the hair flowing back. Top bit looks good but I don't think the top part of it should be dark, likely lighter. The lower whisps look rather unfinished and stick out like a soar thumb. Basically it leaves a lot to wonder about what the hair is actually doing there.

Ack you posted faster than I did. The torso is still looking a little odd at times with the shading in his armpit varying.
