Anything is possible as long as it is within the hardware's limits. (ie. disc space, RAM, Video RAM, processor, etc.)

Please Eat is hard-coded to fail if the target level is 99.

That feels like something the bug testers found, considering Square didn't fix the Degenerator at Level 1 bug.

Don't know, but I'm guessing both.  You'd have to test it to be sure.
