Making "Item" available for all units

Is it possible to have it so that the Chemist skillset Item appears on every unit's action menu? I'm wondering because I'm thinking of using the chemist job slot for my own custom job. Now that I think about it, I guess I could try making it so that all jobs have Item as an innate ability.

Edit: Not two seconds after I posted this, I realized that doing that wouldn't be possible since Item isn't actually an ability, it's a skillset. Buh.

Edit equip change to preform "item" then, rename equip change to item, then give all classes innate equip change
