Create a ranged bow or other weapon

How can I create a weapon that it can hit in any height conditions and without the 2/3 first squares (like a spell).
I want create this to create ranged weapon abilities that can hit like in FFTA archer/fusilier skills.

Is it possible with FFTPatcher or need ASM hack?
