Found the event where ch2 Agrias and Gafgarion are created!

In the ENTD, Event193 - Merchant City of Dorter is the first place I find them, and they have "Load Formation" checked, meaning they are already in the party by then.  Checking the blank spaces around there, I find a few Agriases, but no Gafgarions, and none of them have Save Formation, so that's obviously not where they are created...

Event 110 looks promising... It has Agrias and gafgarion with Save Formation and Join After Event but no Load Formation, and it also has Ramza ch2, Simon, Lavian, Alicia, and Rad...

I found it, it's 110.  I changed Gaffgarion's level to 98 in that event, and he joined me at level 98 at the beginning of chapter 2.  Woot!

I didn't want to set Gaffgarion to 98, I just did it as a test to make sure I had the right event.  What event 110 is *actually* useful for would be if you want to replace Ladd, Alicia, or Lavian with a custom character or something.

What happens when you check/uncheck save formation? How about load formation? Thanks.

load formation loads that character as it was in your party and is normally used for guests

Normally you don't load formation until after you save formation. If not, that leads to some bad juju! =)
