what program would you use to create sprites

ShiShi Sprite Editor & the bitmap editor of your choice.
Shishi comes with FFTPatcher.

Graphics Gale is a good free easy to use program for sprite editing. And then yeah like Vanya said, ShiShi for actually getting them in the game.

Graphics Gale looked interesting until I saw the shareware edition didn't include BMP support.  But then I realized that ~2000 yen is like 20 bucks.

Yeah, I haven't encountered Graphics Gale not working with BMPs.
