I want them to be expensive enough that getting hit with them may still be your first choice for learning them, followed by spending the JP...  What do you guys think would be good costs?  I'm leaning towards 3500 for Ultima and 5000 for Zodiark...

Well, after asking on gamefaqs, I've decided not to make them so costly (since they aren't that great anyhow).  I set them each=2500.

I'd say that I agree for ultima not being that great, but zodiac is the most powerful summon by quite a bit. I'd make zodiac 1.5x to 2x the cost of ultima.

Ultima is sort of a like a Fire/Bolt/Ice 3.1 without any elementals attached to it basically ... faster than Fire/Bolt/Ice 2, cost less MP than Fire/Bolt/Ice 3, goes as fast as Fire/Bolt/Ice 1 and does a damage range of between 2 & 3.

I put it at 300 myself... might want to raise it, but it's really only good if Ramza is a spellcaster class anyways.

Zodiac is worth any amount of JP you set it at. I'd pay 9,999 JP for it.

Zodiac has proven INVALUABLE in my WOTG challenge with short charge, it deals 999 with only having 18-20 MA on the caster and 75 ish faith.

It really is a great spell, and the AOE is huge. Also it's not elemental so there is no absorbing it.
