Title: Is there a completed patch with level scaling but fixed gear?

I don't want anything fancy. I like the scaling, it keeps the game hard without making the story missions unbeatable if I dare to level up, but, since I was out of the circuit for quite a while, I don't know if there's a completed patch like that.
