Yes but the game has no instruction to check if the player has at least 1 gil... WHOEVER, it could check if the player has 0 girl, refuse and else play the money buying event.

Anything is possible as long as it is within the hardware's limits. (ie. disc space, RAM, Video RAM, processor, etc.)
