1 is too limiting and unlimited allows for stacking.

If there's some form of psuedo-stacking with pair A + pair B, then the items themselves should be fixed, not make everything else succumb so that little blip is fine.

I think it should be balanced for 2, but the host can make it one/unlimited to spice things up.
