Yeah I couldn't imagine doing that although I'm sure custom made programs are used to make that process easier.

Yeah I do agree that Draw Out is pretty cheap although I think making it faith dependent and making PA/MA affect damage would solve most problems with it.
I think the biggest problem is that the enemies never really take advantage of the unbalanced abilities in the game. Math Skill, Blade Grasp, Draw Out, to
name a few are cheap only really because players can exploit them but enemies never do.
And it isn't because the AI wouldn't exploit them because one of the first few times I played this game the AI charmed one of my people which charmed another one of my people which then used Math Skill to cast Raise 2 on all the enemies. Its that fact that the AI never has access to those abilities.
Although some of the multiplayer battles on the PSP version do exploit some things in this game.

Well PSP still has good titles other than ports like Metal Gear Solid, Silent Hill Origins, Monster Hunter, and upcoming Kingdom Hearts and Final Fantasy: Dissidia title.
Don't get me wrong though a lot of the good games out for PSP are pretty much ports of old games:
Disgaea - port of PS2 game with several additions
FFT - well you should know the changes with this game
Tekken Dark Ressurection - great port of this fighting game, even if it is a port definitely worth taking a look at.
Castlevania - Remake of Rondo of Blood for SNES and has the original Rondo of Blood which was only released in Japan as well as an updated port of SOTN (syphony of the night)
Most of the DS games are new stand alone games also the DS has backwards compatability with the GBA library which has a ton of great titles too.
Basically your choices are a somewhat fragile portable multimedia system with decent games but with many ports.
Or
A sturdy portable system focused on games with a good selection of good quality games, that use a sometimes quirky way of using the stylus, and also has the gba library behind it as well.

In regards to making new sprites I don't believe it too hard to create new ones. Just take pre-existing ones and modify them. I created a pretty nice Blue Mage by just modifying the Calculator sprite.
Unfortunately my comp had a pretty bad error and I'm waiting for my CD to get it fixed again but when I do I will post it on here and see what people think.

I'm not really against Blue Magic costing mp, but if it does cost mp a lot of balancing issues come into play.
All mage jobs would have to be looked at to make sure Blue Mage uses its abilities better than other mages and monsters would need to go through some sort of change. I've never been too into programming so I don't know how much it would entail to make sure monsters use their abilities without cost to mp while Blue Mage must use them with mp, but I guessing it might be more work than necessary.
Anyway as for Blue Magic being learned with JP, I see Asmo's point in how tedious it can be. Lets say if Blue Mage is implemented with JP costs, there is pretty much no good reason to have it able to be learned by getting hit by it. It would be much easier and faster to learn abilities through JP then getting hit by them.
In any case I do like Asmo's idea about putting the moves that Blue Mage can learn in a dictionary. Another idea would be to just have certain monster moves say "Blue Magic" just like certain magic moves say "Calc" when you press select to check them.
I'm just pretty much tossing out ideas and playing devil's advocate to make sure all bases are covered. I think its clear how Asmo and I would like Blue Mage but I leave it to everyone to vote on what they like and more importantly what would work well.

You are right it would be pretty worthless to use Aqua Soul instead of Giga Flare but factor in that you can't really get Giga Flare until late in the game because every single move is learned from a monster.
No abilities can be learned with JP. Now since this is the case Blue Mage is kind of like Samurai where the stronger moves are the ones you end up using more but you get to use them when you get the katanas.
Besides like Argg0 said you could always add a status ability to the Soul abilities. Although that would make the Zombies/Ghosts much tougher enemies.
Edit: Just a few more things, from my experience with Blue Mage in other FFT games there have always been moves that were somewhat worthless. I didn't give them Maintenance and wasn't really thinking about obtaining Cherche in Chapter 1. Its just recently that I've been trying out modifying FFT so Cherche was a suprise to me. And yes even if I tried to learn thief moves I boosted weapons so enemies and allies are much stronger. Miluda can 1 hit KO some of my members.
Anyway the Cherche thing pretty much taught me making an item "unrare" makes it appear in random battles and the enemy level refers to when they can randomly have it and what level Ninjas can throw it.
As for changing Cherche I have to check exactly what changes I made but it certainly wasn't enough to make it a rare item.

I own both but I barely use my DS although there are great games for it.
Castlevania, Mario Kart, New Super Mario Bros. Zelda, FF3.. etc. Also some games work great with the stylus, not to mention it has a better battery life than the PSP and Nintendo products have always held up better than Sony stuff. Add on to that it cost less than the PSP.
As for the PSP, pretty much recently great games have been coming out. FFT, Disgae, Jeanne D'Arc, Castlevania. More good games coming out soon, but I would say the best thing about it is wide range of capablities it has.
Custom Firmware allows for a ton of customization, pretty much like a desktop computer in addition to being able to play PSX games on it (I'm playing my "patch" version of FFT on it right now. PSP also plays music and vids although depending on what else you own you might not use it for that.
I personally use my PSP more but both are good choices and you really can't go wrong either way.

You can also use the job sets of the "dead" allies for new characters/jobs. I used Delita's Sis job set "Magic" and changed the moves and used it for the Arc Witch.
The other two dead characters are Alma pretty much in the last battle and Malak in the last battle of the 3rd Chapter.

I already have changed my FFT around to have Calculator as a Blue Mage. Blue Mage learns magic like it should (by getting hit by it), but all the moves are exactly the same as if the monsters had it.
So basically no MP to use abilities and not charge time. As for stats I have incredibly low MP growth and slightly better MA than Black Mage. I know that it makes for a good Blu/Sam combo but you could always tone down Sam anyway.
The moves I have are as follows:
Choco Cure
Mutilate
Aqua Soul
Beaking (changed to -5 PA)
Bad Bracelet
Giga Flare
Dark Whisper
Oink
Blaster (added Don't Move as a random effect so you can learn the move)
Death Sentence
Self Destruct
Level Blast
Calm Spirit (gives haste to self and all around, Protect Spirit gives Wall now)
Blow Fire
Thunder Bracelet

To make the AI somewhat better you can always put take off "rare" off of some of the equipment. Sure then you'll have a chance to steal rarer items but then enemies are more likely to have that item equipped.
In my "version" of FFT I changed Cherce a little bit and in the first chapter when fighting Miluda both White Mages have Cherce equipped.
