FFT v1.3 / 13038 Help! (Cannot enter Goug for side quests)

Whenever I try to enter Goug, the game locks up. Dunno, maybe it's the version of the game I patched..
Would like to start it to get Cloud and Beowulf. Could ya help a tactician out?
