Well... i think the arms need to spread out more to make it look like they are going to grab a helpless victim.

For the scales, you could try making some above the breast line, like a V-neck shape. It will make it so that it won't be a woman wearing a snake suit.

If this will be a spellcaster, maybe you could add a sapphire to the face-plate on it's forehead.

I love this idea. Especially the undead part. Right before my sudden disappearance (high school = prison for teens. seriously.), I was actually trying to do a Lamia sprite because they're my favorite monsters from the FF series... well, besides Uribos. Who doesn't love those silly little piggies?
Lucavi sized would be an epic win. I think a Lamia in Deep Dungeon would actually be better than Elidibs, just cause I always found Elidibs to be kind of... lame.

Is this going to be a three species race like most other monsters?
