Initial Roster

So I've been poking around looking for an answer but I haven't been able to figure it out, hopefully somebody can shed some light for me.

What is it exactly that determines your initial roster when you start the game? Where is this set?

In the ENTD, spot 188 I believe, is where the data for these units are held. Any unit marked Join After Event in the slot is a generic you get (and Delita).
