What makes a character unable to do errands?

I tried to search this :)

If I make a custom class, can he do errands?

I don't know if existing special characters are hard-coded to be unable to do errands or if it checks whether you're a generic or what.

Edit: I'm using FFT Patcher (of course) for a PSP patch, if that matters.

Yes, special units are not normally allowed to perform propositions. Only generic humans can. There's a hack for the PSX version:

If you mess around enough with hex and all, comparing both versions of the game, you should eventually figure it out, if you're smart enough. As to someone doing that for you, I don't see it happening... most of us don't even own the PSP version.

Anything is possible as long as it is within the hardware's limits. (ie. disc space, RAM, Video RAM, processor, etc.)

I don't mind needing non-edited characters for propositions, I just needed to know whether I did :) Thanks.
